Key priorities for the Scottish Government

IFB Leader Dr Hannah Rudman will present and facilitate the forthcoming webinar on Aviva's Low Carbon Investment Roadmap: Key priorities for the Scottish Government to unlock greater flows of private investment in nature.

In Scotland, the transition to a low-carbon economy represents a significant investment opportunity for the private sector. It is estimated that around £145 billion of additional investment will be required between 2020 and 2050 to meet Scotland's net zero target, while the Green Finance Institute has estimated a £20 billion nature finance gap in Scotland between 2021 and 2030. Unlocking private investment at the pace and scale required will depend on a clear, consistent and long-term public policy framework that supports a growing pipeline of commercially viable low-carbon and nature restoration projects across Scotland.

Recognising the scale of the potential investment opportunity, Aviva published a new policy report in June 2026, Boosting low-carbon investment in Scotland: A policy roadmap, which puts forward a private investor's view on the key policy priorities for the Scottish Government to unlock greater flows of private investment into low-carbon and nature restoration projects. The recommendations draw on Aviva Investors' investments in two significant nature restoration projects in Scotland, which together aim to capture an estimated 1.6 million tonnes of carbon over their lifetimes, and build upon Aviva Investors' 2024 and 2025 UK Low Carbon Investment Policy Roadmaps and Aviva's 2025 broader UK [https:]Investing in Nature report.

The webinar will be introduced and facilitated by Dr Hannah Rudman, Co-chair, Scottish Forum on Natural Capital, and will feature a presentation from Sophie English, Greta Talbot-Jones and Zoe Austin from Aviva and Aviva Investors. 

The presentation will draw on Aviva Investors' experience investing in nature restoration projects in Scotland and outline key policy recommendations for the Scottish Government to unlock greater flows of private investment into nature, including next steps on the Scottish biodiversity metric, the framework for sustainable commercial forestry, and agricultural subsidy reforms.

The session will conclude with a Q&A, providing an opportunity for participants to reflect on their key priorities for the Scottish Government to unlock nature investment, ask questions, and explore opportunities for further collaboration.
